Communists to agree to a detailed programme of shipments

to Communist areas. The Chinese Government have

now agreed to shipments of 50,000 tons to Communist

arens being made over a period of three months.

U.N.R.R.. however insist on shipments being made as to half through the port of Chefoo and as to half over

the Grand Canal while the Chinese Government maintain

that they cannot guarantee shipments by the latter route, for military reasons. The Central Committee have

instructed the Ching Office to continue negotiations both with the Chinese Government and the Communists.
